Well, they probably imagine people that have been playing since the first GH have been getting better, so they should gradually ramp the difficulty up so they don't feel like they can walk up to the newest game and beat expert on their first play through.
Can't you still unlock all of the content just by playing through the game on Normal? Complaining about not being able to beat GH3 on the highest level is like complaining about not being able to beat Wolfenstein on the hardest difficulty. You just need to be really freaking good at the game in order to do it.

True, that is one thing to consider, but to newer players to the game/genre, might not be that fun. For the hardcore fans, it might be a good challenge.
You can unlock most of the content in Easy, like Omagnus posted, but it's not about unlocking everything, it's about improving, and being able to play better on higher difficulties. Guess it's a personal feat; not required, but always nice to be able to do. Fuck, I'm sure I won't beat Raining Blood on Expert in about 5 months if I play frequently.

At least you can beat Raining Blood on Hard. I can't get past Mosh I. I'm starting to 4/5-star the songs on Hard, but the tier 7/8 songs are just insane. Not because of the speed, but songs like Before I Forget and 3's and 7's have ridiculously insane note patterns that come at me way too fast to react to.
And don't get me started on Through the Fire and Flames on Hard. Best I could do is 24% through the song, and that's if I can achieve Star Power when Post Insanity comes around.

What I did to get past the Mosh 1 of Raining Blood was practice, and a lot. Go slow and check how the patterns go, then increase the speed little by little, acing it all the way. When you get to Full Speed finally, try to do it, and just make sure to hit as many as possible. The mistake I kept on making was just to press the buttons insanely fast, which made me lose not even halfway through it. With practice, you'll notice how to do it. Once the Mosh is over, you will do good! As for Before I Forget, yeah, agreed 100%. Practice is very helpful in this game, haha.
No, don't start with Through the Fire and Flames, please. That song is frustrating, and won't beat it in a long time. Period.
