I'd recommend Blade Runner. There are some action elements in this game, but the focus is really more on gathering clues. The atmosphere is dead on, featuring locations from the movie.
A good story, that also has multiple endings. I really like this game.
I also recommend the Discworld games. Well, I've only played 1 and 2 (haven't tried Noir yet). These games are really funny, and have wonderful voice acting (featuring Eric Idle from Monty Python in the leading role). It's a plus if you're familiar with the Discworld books, but when I played the games for the first time I'd never read the books and still found the games absolutely hilarious.
There's an old game called Prisoner of Ice which was based on or influenced HP Lovecrafts works. It's been such a long time since I've played this that I can't really remember how good it actually was, but I do remember that it had a great atmosphere.
Jam it back in, in the dark.
