This boy has a bright future.

Remaining nearly emotionless while killing 13 animals doesn't really sound like "he was playing a game." This kid has some pretty serious mental issues, and it's crazy that the law can't do anything to him. The parents deserve to be sued regardless, but surely there could be an exception like legally enforced therapy for a case this violent.

Children generally grasp the concept of death around age 5, with age 7 being extremely late development. Most likely the kid knew exactly what he was doing and was just indifferent towards the consequences.
