Some firewall software can block cookies as well. I know you turned off Windows Firewall but if there's any other internet security packages on there, that could certainly do it. If you're not using anything like that, then I have no idea what could be causing it. What kind of hardware does he use to connect to the internet? Wi-Fi?

Really at this point it's starting to sound inexplicable, and your best bet is to try another computer on the same connection to see if you can access those sites then. If yes, then the problem is with your installation, if no... your connection. There's nowhere I can't reach.
