I actually have another suggestion for falling asleep, but it might need some practice before you get it to work. I can see how it won't work for some people because they are too impatient or easily irritated, but for me it works almost every time.
What I do is that when I can't sleep, I try to relax every part of my body as well as try to eliminate anything that annoys me. The elimination part can be anything from the room being too bright to me having to wash my face because the "sticky" or "fatty" feeling irritates me.
I think a lot of people especially miss the "trying to relax" part. Important! You have to relax EVERY part of your body, including your -----> eyelids! <----- I remember trying to relax never finding out why I didn't fall asleep when suddenly I realized that I wasn't relaxing my eyelids. I was to bsy focusing on my body that I didn't realize that I was actually holding my eylids together too tightly. The secret is to try to get your eyelids to close just right. Sometimes this can be hard to do, but there are always methods, like the one Chaotic mentioned.
Finally, when you've eliminated all the irritation factors and your body is fully relaxed, you have to try to clear your mind of thoughts. Thinking while trying to sleep mostly has the opposite effect on me so I try not to think in words. Instead, I try to combine imagery with sound(I'm sometimes able to "hear" music) in my mind to make my own movie. The importance lies in trying to make concistent imagery so that your mind doesn't wander off into thinking about something else (if you don't control it, you might start thinking about problems and worries instead). It might sound goofy, but it works wonders for me.
