Koopalings and Bowser Jr. are about on par as a whole... annoying sub bosses with their own personalities.
But Ludwig von Koopa is cooler than all the rest of them combined, so my vote went to the Koopalings. Ludwig is more competent than Eggman, I'd bet. Jam it back in, in the dark.
