The Silent Hill games can be played independently (except for SH3 -- I seriously recommend playing SH1 before SH3), and you won't have to worry about not understanding what's happening. But they all have elements that connected, and subsequent games make references to older ones. It's just little details that make the series so engrossing, and so rewarding to the fans.
I definitely recommend that you hunt down a copy of all the SH games
As for Resident Evil, it's a different type of series. RE is more action-oriented, and has more jump-at-you scares. SH is more pyschological, cerebral, and scares you by getting under your skin with its atmosphere and mindgames.
Jam it back in, in the dark.
