Top-down view, then it's probably Shadowfire. If not then Enigma Force, its sequel. Admittedly, I've only played Enigma Force and it was one of few Speccy games I managed to beat back then with the help of some tips from an old Sinclair User mag. You also had more than one way to go about your objective (i.e. capturing General Zoff, making him lead you to the shuttle or killing outright him and obtaining his keycard. The latter was usually the easier option). Excellent game that.
