If I remember correctly Nero (or specifically nero vision) does just that. You select the video file you want to burn, then afterwards you create a menu and start the encoding/burning process. Simple as that.

Ohh, I guess I should have mentioned that the version I'm on is Nero 7.0. I'm no expert on making compressed videos playable on dvd players. But I do know that is one way of accomplishing it.
edit: If you're accessing Nero through Nero startsmart you should be able to find nero vision through: DVD (select from the drop down list) > Photo and Video > Make Movie There's nowhere I can't reach.
