Tie, between Z, and OMF 2097.
Z was just this really fun strategy game, that required a lot of precision, quick thinking, and had this really tough AI. It also had the most hilarious cut scenes. OMF 2097 was, and remains the best fighting game solely for PC. It has fatalities, air combos, and a fantastic Tournament mode where you build up your fighter. It is pretty old now, so it also happens to be FREE! Jam it back in, in the dark.
