MS paint relarging canvas without PERMISSION

Usually I can set my mspaint canvas to, say, 200x200 dimensions, and copy an image larger than the canvas into paint so that I can slide the image around underneath the viewable canvas area, so to easily create a smaller image out of a section of the larger to my specific sizes.

But when I'm pasting in images now, I'm not getting the 'do you want to resize' dialogue box, it's just assuming I'm going to say yes.

Why?
