So basically, this is an upcoming Half-Life 2 mod where you fight Dinosaurs in world war 2, including punching T-Rexes in the Face.
The development team seems really keen on user-input too:

In it we endeavored to go through the process of building and laying out levels, coding some basic weapons and AI, inserting custom models and animations, and giving a basic sense of story. The full game will of course be longer and more ambitious but this should give you a general feel of what we're going for.
