Vectoring software?

I've seen quite a few images that were low resolution that someone was able to "vectorize" into a larger resolution. I found some tutorials for CS3 but they were quite lengthy. Before I tackle them, I was wondering if maybe there was better software to suite my needs.

For example, a simple image:

I'd like to blow it up to 1000x1000 while retaining the quality. How should I approach/what software should I use? Any tutorials would help too.

It is a lengthy process. I think the industry standard for vectoring is Adobe Illustrator CS3, which you are probably using right now.

That picture kind of looks like clipart. It is going to be more painless if you can find it in a vector version to begin with (which some clipart are already in)

Thank Zergrinch, I've since found a couple of tutorials that went a long way in explaining the whole process. The only thing is that it TAKES SO DAMN LONG :3

I had a little fun with the pig. About 40 minutes of a hack job - most of it was spent in Photoshop removing the colors and tracing just the black outlines. It was pretty automated in Illustrator.

Regarding the help in coloring and shadows, you're probably better off asking in Creator's Cafe.
