Help identifying attached track

I vaguely recall a thread that's specifically for id-ing vgm tracks, but I searched and couldn't find it. If it exists, please move this post.

Short Version: Please help me id the attached track and its origin

Long Version: My brother was listening to a very very old vgm mix-cd I burnt for my mother, and stumbled upon a few tracks he liked. He ripped them and with my assistance (and memory), properly labeled the flies their proper tracknames - all except this one (short clip attached).

As soon as I heard the opening notes, I knew I could hum the whole song, but where the hell is it from? Hamauzu? Sakuraba? I'm surprised I even remember these composers' names, as I listen to very little vgm now. I have no doubt a vgm expert would be able to pinpoint this.

I appreciate any and all help.
