Regarding Open Proxies

I have been trying to get into gfchat lately, and i've always got this kind of Error.

(User has been banned from Xelium (Your host appears in the XBL (See http://www.spamhaus.org/query/bl?ip=124.106.56.64 for more information)))

Basically i dont know what this means, but it doesnt bother me that much, but earlier i tried to register into some forum and this error showed up.

ur server has detected the presence of multiple IP connections from your machine, with one of the connections being an "Open Proxy" or blacklisted IP. Connections of this nature are often used in order to abuse, spam or defraud. Our server has denied you any further access until both IP addresses can be resolved or the presence of the Open Proxy connection closed.

Is there anyway i can secure this, or something

Its really getting annoying now, i've tried to register on some other forum, it gave me the same error.

My question is, how the hell can i secure it, or how can i change it's state from open proxie, to the normal one.

Jam it back in, in the dark.

According to the page, the reason your IP is blocked is because you have a mis-configured mail server. It also gives a page with stuff you can do to fix the problem, and a link to request delisting.

Do you have a dynamic IP? Probably the last person who had it did whatever was caused to blacklist your IP.
