Program for stoping specific background processes?

I download a lot and since I do, I usually get a bad folder or two. Then I can't delete them because they have some background process running that's stopping them from being deleted (stuff not detected with Spyware removers).

What I want to know is if there is any sort of program that I can run that will find trace the folder's background processes and stop them. (it's not as easy as the Clear+Alt+Delete thing.)

Did anyone follow that?

Just restart in safe mode, that should disable most background programs. Long winded sure, but it could work.

There's nowhere I can't reach.

Safe mode usually won't clear out those. Here's how you do it.

Ctrl+Alt+Del to open the Task Manager
Find the process called explorer.exe
End this process
In the Task Manager, go up to File->New Task
Type in cmd.exe

The window that opens up is how you can delete files that seem undeletable. you might have to do a bit of browsing to find the file or folders that you want to delete. You can use old DOS commands like cd and del to get rid of files. For example, if you want to delete XYZ.EXE in C:\Program Files\Downloads, type in:

cd c:\Program Files\Downloads
del XYZ.exe

When you are finished, you can close this window.

To get Windows back to normal:

Ctrl+Alt+Delete
File->New Task
explorer.exe

Viola.

Sometimes even that won't work. For that, you need Dr.Delete. It used to be posted here pre-crash. Will have to look for that program again.
