Proxy Server - 2 Questions

I'd like to make to requests about Proxy Servers.
At work, I usually used one prxy server until someone noticed and started blocking those sites. So what am I looking for ?

- A program I've seen not too long ago but unfortunatly don't remember the name. It makes it possible to run a proxy server at your computer at home so when you are at school or work you can access the sites you want by typing the right address which is modified to redirect to your computer, since only you know the code the sites load pretty fast.

- The other thing I'm looking for is a proxy server site mail list. I found one of these sometime ago but I didn't want to put my mail afraid of it filling all my mail capacity, but hey, what's Gmail for ?
They said at this site that many schools or workplaces probably have this mail list too, but the good thing is that they take a day or two at least to update, so you can use it until the site gets blocked.

I know I'm asking for something quite especific but I appreciate any help. If you don't know that exact answer to my question but know something that may help feel free to say it. Thanks

The only proxy solution that comes up to mind is PHProxy, which utilizes PHP. You can put up the script on any host that allows it.

There's nowhere I can't reach.
