web host with remote desktop

Anyone know of a web host with remote desktop or VNC? Windows or linux, $30/mo or less (or up to $60, another member is interested in splitting it with me), free setup would be nice. I'd like to use it to peer and seed via bt, and host a few files. Thanks in advance.
