Identifying Game From Late 90's
 

Hey guys! I'm not exactly sure when this game was released, but I remember playing it around '99 or '00. I was very young (only about 9) so I remember very scarce details about it...here goes:

First level you start off in a small town, and (if I remember correctly), it's raining. After doing some shit in this town, you take a large boat to a desert level, where you get this blue car and can drive it around.

That's about all I remember of this game, but I remember my older friends being crazy about it. However, I've broken contact with them a long time ago, so I can't ask them.

What platform and what genre?

The game was for PC. As for genre, I'm not sure. I'd guess Adventure or RPG.

If you could elaborate on the characters, gameplay, controls, or anything else...otherwise, it doesn't sound like anything I've played.

Sounds like every game I've played.
