The church of Vecna — evil god of death and secrets — has been rising in power and influence. It's well-known that they're obviously up to no good, but the guard have never caught them in the midst of any sinister deeds. Without any hard evidence, their hands are tied.

It's no surprise that this refusal to act has created a certain amount of vigilante violence. Vecna's temples are being vandalized here and there, and the occasional vandal with a big mouth steps out of a tavern and never makes it home. It's only a matter of time until the hostilities break into open war.

If the trouble with the Vecnites wasn't bad enough, cults dedicated to the demon Orcus have sprung up all over the city. They're not nearly as organized or secretive, but they make up for it with a great deal of violence.

Making matters worse, a rowdy group of mercenaries has wandered into town making a ruckus and generally wandering off with anything they can carry. Adventurers are generally inclined to fight evil, but not exactly talented at identifying it — a lot of folks are putting extra locks on their doors.

Worst of all, a few terrified peasants have reported seeing a great hairy beast stalking the city at night. If there's really a werewolf loose in Baldur's Gate, it needs to be dealt with immediately. You need silver, they say...
