Computer starts up to blank desktop
 

I have a computer running windows 2000 and when it starts up, I just see a blank desktop. No icons, start menu, or anything...I was able to go into task manager and launch explorer.exe through there but if I restart the same thing happens. Does anyone have any ideas on what could be causing this? Thanks for any help!

start your computer in safe mode with administrator account, create a new account, shift the files to the new account, restart, enjoy
