does this mean it's a private tracker? if it is, how do private trackers work? i tried to sign up but it said i wasn't qualified to be a member...

What's happening is that torrentspy is linking to a private tracker -> and you're not allowed to download from that tracker unless it can "recognize" your IP (i.e you have to have signed up) -> you can't sign up, for whatever reason -> you can't download the file.
