Invisionfree seems to be one of the best, though keep in mind that if you're going to use a free hosted forum, you can't move away from there. If you ever wanted to move, you'd have to start fresh.

I wouldn't recommend using free webhosting, though I can suggest something like This. $3, one off. Pretty awesome.
