ISP / Cable issue with vonage. Help.
 

Okay, so my cooooool step mom decides she wants to get VONAGE. We didn't ever have a home phone because EVERYONE else uses their cell phones. Apparently she needs two phones now.

So another member here on GFF rents a room from my parents (Kaleb G.)

And now she's complaining about her phone call quality and saying we have to get a different internet because we are downloading / uploading too much. She's now hooked up the cable modem directly into some vonage port, then back into the router (the router I own) for Mine & Kaleb's wireless internet. Now the torrents won't connect for uploads for any private bit torrent trackers. It's pretty shitty. (Yes. I've already set up a static IP & forwarded my ports correctly)

1. Can I even get two separate accounts / cable lines from Time Warner.
2. Anyone know any other cable providers that service Ventura, Ca?

Anyone have any advice?

It sucks, FIOS and the high speed AT&T aren't available in my area.
