Anyway, that building is the People's Liberation Monument commemorating WW2 - Chongqing was wartime capital for a time.

Uh, I assume it has to be near either the Appalachian mountains or the Rocky mountains, and definitely small town/city looking - I think I see the town/city hall.

I want to say Aspen, Colorado for some reason (obviously never been, but wild guess anyway).
