Is it Lemon Angel Project? I don't recognize the clothes, but the green-ish hair in pigtails looks like the main character.

Based on the content of this picture and the fact that the last picture was widescreen, my random guess would have to be Hayate no Gotoku! though I haven't watched it yet and only have a faint idea of what's going on.

Well there was that girl with green hair in Dear S that comes to mind. She had a collar though and since you can't see the neck in that shot I'm not sure. I didn't watch too much of Dear S though.

Okay the only other show with a main character that has long green hair tied off like that and frilly clothing is Venus Versus Virus. I watched like 2 episodes of that before getting bored. Does it get any better?

Peculiarly enough however, that is the right answer ;) It's from when Takeya and whatever the glasses girl was called go out to get Ren some clothes.
