Akuma's Raging Demon cant hit you while your in the air...neither can Vega's (Bison) Psycho Crusher, unless you are talking about his Alpha 3 (Shadowloo) one.

As for the correct answer Im at a loss, cant think of one super from a fighting game character that hits no matter where the opponent is....
