It looks more like it's Ayashi no Ceres to me. Having never seen the anime and only read most of the manga I can still safely say that the two pictured are Suzumi and Mrs. Q.

I'm going to go with Flame of Recca since the lady kinda looks like the main character's mom. I only saw a few eps of the show though so I can't be too sure.

Summonmaster got it. I really enjoyed the Di Gi Charat Winter Garden thing, I kinda wish they turned it into a full run as opposed to just two episodes. Oh well.
