Hmm, There are mountains in the distance. Run down buildings. A 2nd world nation probably. Buildings are of a western design. but the mountains suggest south american. Perhaps somewhere in chile. or a little north. Those look like spanish mountains anyhow, so I'm gonna guess Yalcoc Guatemala

The mountains and general condition of things make me think something in the Andes. It's a complete guess, but hey, why not. La Paz.

It should be distinctive, that is the opera house of Valencia, Spain, built by Santiago Calatrava.

I'd say it is mexico DF, it certainly looks like a city in Latin America due to the layout but the smog makes me think of mexico, that angle is from a "nice part" of town I'd say.

Okay, I guess I'll have a clue given: Juanzen is incorrect in that it isn't Mexico City, but he has the area of interest (Latin America) correct.

Going by the non-flat terrain, the buildings that look like apartment buildings, and the location being confirmed in Latin America, I think I'm going to guess this is Bogota, Colombia.
