I forgot what the show is called but is it the one with the little boy, about 5 yrs old, with powers. He also has a funny looking face and his tonge is always sticking out. That looks like one of the beginning episodes when he meets the girl and those gangsters.

I think the anime's name your looking for jouhou is called Ninku. A very awesome anime if i may add, but i dont remember that scene but eh it may be right for all I know.
