It's not Magical Shopping Arcade Abenosbashi and it's definitely not Grave of the Fireflies for the reason .Spartan cited. Not a bad guess though since the context of this pic does relate to WWII even if the show takes place long after the war. ;)

Well, it sure does like Dragonball, Dragonball Z or Dragonball GT. Looks like the dragon that pops up when the seven Dragon Spheres are put together. =x

Ghost Story? The atmosphere looks to be something amply macabre.
