Shoots. I've had a couple of brilliant ideas, but they've turned out to be significantly less so when I've looked up the games and found the screenshots to be completely different. :(

Japanese only, 1996, PS1. It's a pro circuit racer, if that wasn't already obvious from the screenshot.

If this stumps people for another day I'll drop a real easy hint and another screen.

It's a nice puzzler, quite reminiscent to Adventures of Lolo, 100 levels, SNES, 1993 (also later released for the GameBoy Color), Jap-only, though the screenshots are from the translated rom.
