It's a Game Boy Color puzzle game. It was only released in the US, as far as I know.

I don't know the exact game, but it sort of looks like one of the games in Microsoft's Puzzle Collection, Lineup, where you have to form a line between the borders using Tetris-like blocks.

You know, that was a thought I had. And there IS a GBC version of Microsoft Puzzle Collection. However, Lineup looks like this:
