Well, I have been watching a lot of One Piece lately, so the animation style jumped out at me right away. The fact that you said it was from a popular anime made me almost absolutely sure that One Piece was the right answer.

According to ANN the only anime that ran like that was Dodge Danpei...and it fits the art style, and 47ep and 91-92 time frame so yeah :-p

Ah, a bit late on that Kurau sample. I saw it and it's a really nice series, good story and good action. A bit emotional too, loved it =)
