I just sent a PM to Locke and sent out a league-wide e-mail about his inactivity with the Aerobats. I know I'm not the only one who would love to get their hands on Malkin, Phaneuf, Iginla, Richards, Tucker and Savard, but he hasn't even looked at the team since October. (Capo, December, and BucPride, November, aren't much better, but they're in playoff contention. Ronz is the only team that could probably sit back and not fall out of first, or second for that matter. The Aerobats are 26.5 points out of 7th place, behind the aforementioned Capo.)

Hopefully either Locke will respond or Ronz will take action.

I couldn't remove him even if I wanted to.

I think it would also be disruptive to the league to just release all those players at once anyway. How could we do it so each person has a fair chance to take a shot at them if they wanted them? I can't think of any fair and manageable way off the top of my head.

Regardless, he stays. Whether he checks his team or not is sadly up to him.

The best way to handle it would be to release all his players, lock his team, then have the remaining teams "draft" players by in inverse order by record, or waiver priority (which I hate to mention would benefit me the most :p). It's a radical idea, and I did it once, and the league didn't change THAT much.

But that's just how I would do it.
