I think it's from episode 4 of the Macross Zero OVA, the scene where Shin and Sara witness the natural fauna and wildlife seemingly coming to life at night.

I'll guess Wolf's Rain, since that's what the animation style in the second pic reminds of, and it did air back in 2003. I think I also heard that some people didn't like its story, though I really enjoyed it.

I enjoyed it, too, but seeing as how the storyline was diffrent alot of people abandoned it after watching only one episode most likely because they thought the wolves were werewolves. Not to mention that the way it was marketed it made it sound like it was a Cowboy Bebop sequel and once people figured out it wasn't, it turned alot of people off as well.

Yeah, they did kind of overhype the whole Cowboy Bebop connection, even though it definitely stands out on its own.
