I'll probably join Pyocola and guess School Rumble as well. It's Takumi's AE86 but since johou says it's a spoof, it's probably not Initial D. School Rumble's chock full of parodies so it could be that......

It is School Rumble. You can see Harima's shirt on the right hand side as he rides past the AE-86 while chasing after Tenma who is in turn chasing after Karasuma. Alas, I'm too late.
