I'm tempted to say it's Black Jack because of the coat/cloak the guy we can't see is wearing. Just watched the first few episodes of the show and the animation is very similar too.

Ha ha, Acer has got it!! It's episode 7 of Keroro Gunsou, it's a show watched on the telly by Keroro and Moa-chan. Yes, unfortunately the show has ended in Japan. I'm not sure on what episode they wrapped it up though......
